A stew is basically a combination of two or more foods simmered in a liquid. While this stew has more than two ingredients, it is still easy to make. The dry spices are added to the sautéed vegetables because the oil used to sauté will help rehydrate the spices. This brings out more flavor than if you add the spices with the liquid ingredients.
